Ukraine Trying To Restrict Older Parents and Ban Single Parents

Update: Single Parents and Older Parents Cannot Adopt From Ukraine

I have been waiting to see if this brouhaha was going to be quickly settled. So far it hasn't. 

 

Ukraine's Parliament is trying to change the current adoption law.

They want to make single parent adoption illegal and restrict older parents. They want parents to be 45 years or younger then their child. And they will do this based on the oldest parent's age. For example, a 50 year old husband and a 40 year old wife could only adopt a child who is 5 years or older.

Back in June 2007 Ukraine's Parliment passed bill 2562. And Ukraine President Yushchenko vetoed it.  Everyone thought the bill was dead. But Parliment explained why they want the new law in Jan 2008.

IN Explanatory memorial to the draft law of the implementation of specified restriction is substantiated by necessity "defense babies from any forms physical or psychological violence, careless or brutal behavior and exploitation, sexual abuses".
 

So older and single parents abuse their adopted children? 

And April 10, 2008, over 300 deputies voted yes for bill 0864 (0864 seems to be be identical to bill 2562). Because they passed the bill with so many votes they can override the President's veto.

I have been told that President Yushchenko, senior government officals and Rada deputies are discussing this bill. The President doesn't want it to pass. If I remember correctly he believes it is counter to current civil law and international treaties such as the Hague Treaty for the Protection of Children. Ukraine implemented this treaty in 2008.

The bill was sent to President Yushchenko on April 11. I believe he has 10 days to sign it or the speaker of Parliament will sign and make it a law.  So by April 25 we should have an idea how this will play out.
