It doesn't strike me as logical to not want to remove a child from their culture when you can't really get much culture when you're starving or sick in an orphanage or if you are spending your life breaking up rocks.
It's different if kids have families, extended ones who take them in with love and kindness, but we live in the real world and some people just don't have that.
So I don't udnerstand this guy's point of view. He might as well be one of those people who say, "We can't take this child from the home of his biolgical family even if they are abusive because it will damage the child!"
